Romans 9:11 “(For the children being not yet born, neither having done any good or evil, that the purpose of God according to election might stand, not of works, but of him that calleth;)”
The “purpose of God” embraces the Sovereign Will and Power of God. Nebuchadnezzar learned the hard way that, “all the inhabitants of the earth are reputed as nothing: and he [God] doeth according to his will in the army of heaven, and among the inhabitants of the earth: and none can stay his hand, or say unto him, What doest thou” (Daniel 4:35). The “purpose of God” does not depend upon man understanding or believing it, it is simply a fact that God purposed and then carried out His Holy “purpose” just like He purposed it. In this passage, Paul is simply explaining the difference in God’s view of “Jacob” and “Esau” (Romans 9:13). In context, this “purpose of God” is the “election”; which means the choosing of God; referring to those that God Elected or Chose to Call his very own and Call to Spiritual Life and one blessed and holy Day He will Call every one of His Elect to Eternal Life. To make this doctrine even more clear, Paul also wrote, “According as he [God The Father] hath chosen [Elected] us in him [Jesus Christ] before the foundation of the world, that we should be holy and without blame before him in love:” (Ephesians 1:4). The Children of God were made to “be holy and without blame” when our Beloved Lord fully and finally paid their sin-debt by His personal Sacrifice. This Holy “election” was exclusively based upon God’s “love” for His “children”, not upon their works; for, this “election” was made “before the foundation of the world” and before they were “born”, before they could have done any “good” or “evil”. Furthermore, this “election” will “stand” sure whether men believe it or not! This truth is called the Doctrine of Grace; “For by grace are ye saved through faith; and that not of yourselves: it is the gift of God: 9 Not of works, lest any man should boast.” (Ephesians 2:8-9). We have great reason to give thanks and rejoice and faithfully serve our Lord; for, He “hath saved us, and called us with an holy calling, not according to our works, but according to his own purpose and grace, which was given us in Christ Jesus before the world began” (II Timothy 1:9)!
